Inspectors: about $39 an hour median in Ontario (Job Bank, 2023-2024 data)
In Ontario, construction inspectors (the federal occupation group that includes municipal building inspectors) earn a median of $39.00 an hour, with a range of $25.00 to $58.00, according to Government of Canada Job Bank data for 2023-2024. There is no official "BCIN designer" wage series; the closest group, architectural draftspersons, has a median of $31.25 an hour in Ontario.
A BCIN does not come with a pay scale. It is the registration that lets you inspect for a municipality or submit permit designs. Pay depends on the job you hold with it. Every number below names its source and date; we do not estimate salaries ourselves.

What real municipal postings say
Job Bank medians lag a year or two behind, so it helps to read actual job postings. One example with published rates:
| Posting | Pay | Qualifications asked for |
|---|---|---|
| City of Toronto, Building Inspector Generalist, job 55943, posted Feb. 4 to Mar. 3, 2026 | $58.89 to $63.74 an hour, 35 hours a week, wage grade 16 | General Legal (or Powers and Duties of a CBO), Building Services, Building Structural, House, Plumbing - All Buildings and Small Buildings, or able to obtain them; related post-secondary education or equivalent |
Toronto is one of the larger employers and its grade 16 role asks for six qualifications. Smaller municipalities post entry, intern or associate roles that ask for fewer exams at the start. Check the OBOA job board and municipal career pages for current ranges in your area; most Ontario municipalities publish the hourly or annual band in the posting.
BCIN designer pay
BCIN designers (qualified or independent designers registered under Division C, Part 3) are a mix of employees at design firms and self-employed practitioners. Job Bank's nearest group is NOC 22212, Drafting technologists and technicians. For architectural draftspersons in Ontario (updated September 24, 2026):
| Region | Low | Median | High |
|---|---|---|---|
| Ontario (2023-2024) | $20.00 | $31.25 | $48.08 |
| Toronto (2023-2024) | $23.08 | $32.50 | $45.45 |
| Ottawa (2024) | $22.35 | $33.10 | $47.61 |
These figures cover drafting staff in general, many of whom do not hold a BCIN. A registered designer who signs permit drawings carries the responsibility and the insurance, so firm owners and senior designers can be above this range, but we have not found a published data source that separates them. Self-employed designers earn per project, so income depends on fees, volume and how much of the work (architectural, HVAC, energy) they are qualified to sign. See BCIN designer for the registration side.
What drives pay
- Employer type. Municipal inspector pay follows a published job grade and often a union agreement. Private design pay is negotiated.
- Number of qualifications. More technical qualifications open senior inspector and plans examiner roles. For designers, adding HVAC - House to House, for example, lets you sign more of a project.
- Region. The Job Bank table above shows a spread of several dollars an hour between regions.
- Experience and role. Intern and associate roles start lower; supervisors and managers need Powers and Duties of a CBO and sit higher.
Is BCIN worth it?
It depends on what you want to do, because for two common careers it is simply required:
- Municipal inspector or plans examiner: you must hold the legal exam and technical exams for your work. See how to become a building inspector in Ontario.
- Submitting house or Part 9 designs for permits without being an architect or engineer: you need the designer qualifications set by the Code, which for most people offering design to the public means passing the exams and registering (Building Code Act s. 15.11BCA s. 15.11 Qualifications for various positions(1) A person is not eligible to be appointed as a chief building official unless he or she has the qualifications set out in the building code for the position. (2) Subsection (1) also applies to every inspector who has the same powers and duties as a chief building official in relation to sewage systems or to…, OBC Div. C 3.2.4.1.OBC Div. C 3.2.4.1. General(1) Except as provided in Sentences (3) and (4), every person engaged in the business of providing design activities to the public must have the following qualification: (a) the person must be registered with the director. (2) A registration shall be in a form established by the director. (3) A person is exempt from…).
The direct costs are modest next to those pay ranges:
| Cost | Amount |
|---|---|
| Each exam (Humber) | $150 |
| Retake after a fail | $150 again |
| Ministry registration, building official | $128 a year (OBC Div. C 3.1.5.3.OBC Div. C 3.1.5.3. Fees(1) The fee payable for an application to take an examination that is part of an examination program referred to in Clause 3.1.2.2.(1)(a), 3.1.3.2.(1)(a) or (b) or 3.1.4.2.(1)(a) is $150. (2) The fee for a registration or renewal of a registration is $128, for 2025 and subsequent calendar years.) |
| Ministry registration, designer or design firm | $202 initial (OBC Div. C 3.2.4.5.OBC Div. C 3.2.4.5. Fees(1) The fee payable for an application to take an examination that is part of an examination program referred to in Clause 3.2.4.2.(1)(a) or (b) is $150. (2) The fee for a registration is $202, for 2025 and subsequent calendar years. (3) The fee for the addition of a new class of registration is $44, for 2024 and…), $152 renewal per MMAH |
Designers who offer services to the public also need insurance, which is usually the bigger annual cost.
Make the exams count
The cheapest path is to pass first time. Start with the free study guide for General Legal/Process, House or Small Buildings, read how to pass the open book exam, and use which BCIN exams do I need so you do not pay for an exam another one already covers.
