There is no single certificate: you qualify by exam, then register
"BCIN certification" is the everyday name for becoming a qualified, registered building practitioner in Ontario. There is no single certificate. You pass the Ontario Building Code exams for your role, then register with the Ministry of Municipal Affairs and Housing (MMAH) in its QuARTS system. Your BCIN (Building Code Identification Number) is the ID those records sit under.
This page walks through the steps, the real costs and timeline, the jobs it opens, and an honest answer to whether it is worth it for you.
What "BCIN certified" actually means
| Piece | What it is | Cost |
|---|---|---|
| BCIN | Your ID number in QuARTS. You need it before you can book an exam. | No fee listed |
| Qualification | Proof you passed the exams for a category, such as House or Small Buildings | $150 per exam |
| Registration | The Ministry's permission to practise in a class, renewed every year | $128 to $202 a year |
When an employer asks for "BCIN certified" or "BCIN qualified in House", they mean you passed those exams. When a client checks a designer, the registration is what matters, because only a current registration lets a designer submit permit drawings under their own name. Who needs it
The Building Code Act ties these roles to the qualifications in the Building Code (Building Code Act s. 15.11BCA s. 15.11 Qualifications for various positions(1) A person is not eligible to be appointed as a chief building official unless he or she has the qualifications set out in the building code for the position. (2) Subsection (1) also applies to every inspector who has the same powers and duties as a chief building official in relation to sewage systems or to…):

General(1) Except as provided in Sentences (3) and (4), every person engaged in the business of providing design activities to the public must have the following qualification: (a) the person must be registered with the director. - On-site sewage system installers
- Registered code agencies
Who does not need it: architects and professional engineers are exempt from the designer qualification (Building Code Act s. 15.11BCA s. 15.11 Qualifications for various positions(1) A person is not eligible to be appointed as a chief building official unless he or she has the qualifications set out in the building code for the position. (2) Subsection (1) also applies to every inspector who has the same powers and duties as a chief building official in relation to sewage systems or to…, subsection 8), and homeowners designing their own house are exempt in most cases (OBC Div. C 3.2.5.1.OBC Div. C 3.2.5.1. General(1) Except as provided in Sentence (3), a person who carries out design activities but is not required under Sentence 3.2.4.1.(1) to be registered with the director under Sentence 3.2.4.2.(1) must have the following qualification: (a) the person must be registered with the director under Sentence 3.2.5.2.(1). (2) A…).
Steps to get BCIN certified
- Get your BCIN in QuARTS. Sign in with an Ontario.ca Login, create your profile with a personal email, and generate your BCIN.
- Pick your exams. Most roles need one legal exam (General Legal/Process for inspectors; designers can also use Designer Legal/Process) plus a technical exam such as House or Small Buildings. Use Which BCIN exams do I need? so you do not pay for an exam another one already covers.
- Register with Humber Polytechnic and pay $150 per exam. You get a Meazure Learning account email in 1 to 2 business days and book at least 7 days ahead, online with a live proctor or at a test centre.
- Study and write. Each exam is 70 multiple-choice questions in 3 hours, open book, with 70% to pass. See the BCIN exam format.
- Get your results. The Ministry emails an Examination Results Notification within about 14 days and posts it in QuARTS.
- Register to practise. Building officials register once appointed by a municipality. Designers register in QuARTS in each class they qualified for, add insurance if they design for the public, and pay the fee. Details in BCIN registration and renewal.

A typical starting path, General Legal/Process plus House, is $300 in exam fees if you pass both first time. A new self-employed house designer adds the $202 registration and insurance, which is usually the largest yearly cost. The insurance minimums scale with the fees you bill, starting at $250,000 per claim (OBC Div. C 3.6.2.2.OBC Div. C 3.6.2.2. Scope(1) Every registered person shall have insurance coverage under an insurance policy that satisfies the requirements set out in Article 3.6.2.3.); see BCIN designer for the table.
How long it takes
| Stage | Time |
|---|---|
| Generate your BCIN | Minutes |
| Humber registration to Meazure Learning account | 1 to 2 business days |
| Booking notice | At least 7 days before the exam |
| Study per exam | Commonly 4 to 8 weeks part time |
| Results | Within about 14 days |
| Registration in QuARTS | After results arrive |
So two exams written a month or two apart, part time, puts most people at two to three months from start to registered. The paperwork is fast; study time decides the rest. Our BCIN exam study plan has 4, 6 and 8 week schedules.
Is BCIN certification worth it?
For the careers that require it, the real question is whether the career fits you, because there is no way around the exams.
It is worth it if you want to:
- Inspect buildings or review plans for a municipality. Ontario construction inspectors earn a median of $39.00 an hour, with a range of $25.00 to $58.00 (Job Bank, 2023-2024 data). Larger cities post higher: a February 2026 City of Toronto inspector posting listed $58.89 to $63.74 an hour. See BCIN salary and how to become a building inspector in Ontario.
- Sell house or Part 9 designs and sign permit drawings without being an architect or engineer. A registered designer can run their own practice; see BCIN designer.
- Move up in a building department. Senior inspector and plans examiner roles ask for several technical qualifications, so each exam widens the jobs you can apply for.
It is probably not worth it if you:
- are already an architect or professional engineer (you are exempt from the designer qualification)
- only want to design or renovate your own home (usually exempt)
- want code knowledge for general trade work but will never inspect or sign designs. The free Ontario Building Code guides may be all you need.
The trade-off in numbers: a few hundred dollars in exam fees and a yearly registration fee, against access to jobs that pay in the range above. The main risk is paying for retakes, so passing first time matters most.
Make the exams count
The exams are open book, so they test how fast you find the right article, not memory.
