A BCIN exam costs $150 per exam, paid to Humber Polytechnic when you register. Before you can register you need a personal Building Code Identification Number (BCIN) from the Ministry's QuARTS system, and you must book at least 7 days before your exam date.
This guide covers each step in order, plus refunds, retakes, results and the Ministry's separate registration fees once you pass. Fees and policies can change, so check the Ministry and Humber pages before paying.
Step 1: get your BCIN in QuARTS
QuARTS (the Qualification and Registration Tracking System) is the Ministry's online system for building practitioners. You use it to:
- generate your BCIN
- see your exam results
- register as a practitioner after you pass, and renew each year
To get in, you need an Ontario.ca Login. New users create one on the QuARTS site. The Ministry says that if you logged into QuARTS at any point from 2020 to the December 2023 login change, an Ontario.ca Login was created for you, and you set a new password using the email on your QuARTS account.
Always register for exams with your personal BCIN. Humber warns not to use your company's BCIN.
Step 2: register and pay with Humber
Humber's registration page lists four steps:
- Select your exam and pay online.
- Wait 1 to 2 business days for an account email from Meazure Learning. (Humber's FAQ says to allow up to 3 business days.)
- Follow Meazure Learning's instructions to schedule the exam at your home or office, or at a test centre.
- Complete the exam within 1 year.
You can also register by email, or by mailing the registration form with a certified cheque or money order payable to Humber Polytechnic.
Keep the Official Registration Receipt. You must show it at check-in, along with government photo ID whose name matches the receipt exactly.
Fees at a glance
| Item | Amount | Source |
|---|---|---|
| Exam registration, per exam | $150.00 | Humber |
| Cancellation or refund (7 or more days before) | $50.00 administrative fee per exam | Humber |
| Change or cancel within 7 days | Not permitted | Humber |
| Missed exam (no-show) | Fee forfeited; register and pay again | Humber |
| Failed exam retake | Register and pay the full fee again | Humber |
| BCIN from QuARTS | No fee listed | MMAH |
Payment methods online are Visa, Mastercard, Visa Debit and Debit Mastercard. Humber says exam fees may qualify for the tuition tax credit; email them with your name, exam, OBC exam reference number and BCIN to request a receipt.
Booking deadlines
- Register at least 7 calendar days before the exam date. Humber cut this from 21 days to 14 in March 2025, then to 7 in September 2025.
- Humber notes that test centres meeting minimum seat requirements may accept registrations up to 2 days before.
- You can reschedule in Meazure Learning at least 7 days before your scheduled date.
- Scheduled exams are not transferable to another person.
Remote proctoring or test centre
Since September 15, 2025, all exams run on the Meazure Learning platform. You choose one of two formats when you schedule.
| Online at home or office | Test centre | |
|---|---|---|
| Supervision | Live remote proctor (ProctorU) | In person, at Ontario college test centres |
| Equipment | Your own desktop or laptop, Chrome, webcam, mic, speakers | Provided |
| Arrival | Log in about 15 minutes early for a system check | Arrive 30 minutes early |
| Breaks | No washroom breaks | Monitored washroom breaks, time not added back |
| Good for | No travel, your own accessibility setup | Shaky internet, older computers, fewer tech checks |
Humber suggests the test centre if you run into trouble with the remote proctoring checks. The full checklists are in BCIN Exam Day.
Special requests
These need special approval by email or phone:
- a paper-based exam at a test centre
- an exam in French (paper only)
- testing accommodations for a disability, approved in advance with an Accommodations Confirmation
- a location not on the test centre list, if you live more than 120 km from a test centre and lack sufficient home internet
Results
Humber does not release scores. The Ministry sends an Examination Results Notification by email within 14 business days, to the email address in your QuARTS profile, and you can also see the result in QuARTS. Keep that email address current. Results are not given by phone or in person.
Appeals
If you think a question was flawed or the process went wrong, Humber's appeals page says you must file the Request for Appeal form within 5 business days of the results being sent. Two details worth knowing:
- Scoring close to the line is not a reason on its own. Humber states that reaching a 68% threshold "is not a just cause" for an appeal. You must describe a specific area of concern.
- The Ministry reviews question appeals. Even when an appeal fails, the Ministry identifies code references for the questions you challenged, which is useful for your next attempt.
Retakes
If you fail, you can register again by paying the full fee. Humber does not publish a limit on attempts or a waiting period. A missed exam counts as a "No-Show", is reported to the Ministry, and needs a new registration and fee, with no exceptions.
After you pass: Ministry registration fees
Passing the exams qualifies you. To practise, you also register with the Ministry in QuARTS and pay an annual fee. The Ministry lists:
| Practitioner type | Initial or reinstatement | Annual renewal |
|---|---|---|
| Building officials | $128 | $128 |
| Designers or design firms (Division C 3.2.4.5) | $202 | $152 |
| Other designers (Division C 3.2.5.5) | $128 | $128 |
| On-site sewage system installers | $128 | $128 |
| Registered code agencies | $484 | $356 |
Updating the class of registration costs $44 for designers and design firms and $82 for registered code agencies. Building officials must be employed by a principal authority before they can register.
Budget example
A designer who needs a legal exam and the House exam pays $300 in exam fees if both are passed first time, then the Ministry registration fee. A failed exam adds another $150. That is why most candidates find it cheaper to prepare properly than to "try it and see".
